Just start with a house. Then build a second one. Connect it to a street. Then build a house again. That's how the city grows naturally

You can skip the first second minutes

I worked at a city for a few months. The best you plan first on paper or with a few blocks the layout. If you are happy with the layout, you can start building the houses. If you have a few buildings then start to decorate. Write down your ideas and do not start too much otherwise you will have dozens of unfinished jobs.
