Otherwise you can still run a local host server on your PC but then your PC must always be on.
There are no 24/7 free servers. Servers cost money if they run even when nobody is on them. That is why they are closed in the free offers.

After what costs, no one offers it permanently free of charge.
With ZAP hosting, you can buy Minecraft servers (so only pay once, not monthly).
For permanent & completely "free" you will not be able to avoid hosting yourself.
Strangers on the internet can only identify you to a limited extent, at worst they attack your internet line for a limited time via DDoS. You don't have to tell anyone that the server is running on your PC.
Yes, that is clear. But you can bind your IP address to a domain (also works with a free domain). Then it is not so likely that others will get it out because you need certain knowledge. Besides, it's not that bad anyway, what are they supposed to do with it? Eh is not possible to find out more about where you live. If you only give the domain to your friends that shouldn't be a problem.
