Depends on where you bought it. It's compatible with all of your phones in the Play Store. The Windows 10 Edition only with your PC - you have to buy it, because there are two different versions. Even if they are compatible.

If you bought Minecraft in the Google Play Store, you bought the Bedrock version, but stop at Google for your mobile phone / tablet.
You don't get the PC Bedrock version with it. To do this, you would have to buy it again from the Windows 10 Store.
The stores have nothing to do with each other. It's like playing it on PS4 and switching it to Xbox. The versions can play together, but the money for the PS4 version goes to Sony, so why should Microsoft give you this for free? (So parts of the money [I think it's called distribution costs])
The same applies in your case. Part of the money goes to Google and Microsoft wants something from the Windows 10 Store.

No you can't. PC (Java) and W10+ Bedrock are developed in other programming languages and thus different games. Installing this on Bluestacks can't really be called the free version, as the controls are absolutely impractical.
Yes, I personally find Bluestacks bad. Tried several times and it always went absolutely lousy.
