If the whole thing happens on a server, I assume there are problems with the Internet. Otherwise it could be due to a bad graphics card. Otherwise try a different world. If necessary reinstall Minecraft…

As LuGaming already writes, either an internet problem that you are bugging around (if you are online) or your computer can't keep up with loading / generating the chunks… Can be a RAM problem (too few allocated) or simply performance too weak…
