Reinforce Minecraft Blindness Effect?

I wanted to ask if you can increase the blindness effect when you add it to a player via commands. I have already set the effect in the command block to Amplifier 100, but hardly noticed any difference to Blindless 1 or 2.

It doesn't work with blindness

The amplifier only works for speed, jump boost, etc.
