Disable Minecraft Cooldown?

I played on a 1.14.4 smp server today, and saw that using a plugin almost completely disabled the cooldown. But can I play in the Minecraft singleplayer without cooldown? I've already tried to install mods, but none of these mods worked. I've already entered Google on Minecraft no Cooldown Commands. (Could it be that someone has created such a command) But I have not found such a command. The higher the attack speed, the lower the cooldown. So there are mods or commands (which also work) that make the assault speed of all tools and weapons at about 14.

I'm not familiar with mods, but with commands it's not possible you just have to wait until the minecon says mojang the release date and theme as well as features for the 1.15 update! Why wait for the update? Because mojang manages the cooldown with the 1.15 route.

@RobotCrafter That's right… But the problem is that the cooldown in versions 1.9 - 1.14.4 still remains. That means I would have to do without some mods, because the cooldown makes the combat system a bit broken…
