Best CPU & GPU for 400-450 euro?

Your CPU is based on an outdated platform, you would need a new motherboard, new RAM and possibly a new power supply for a better CPU and / or GPU.

Your best bet is to buy or build a new computer. A new graphics card would not be of any use because of the poor single-core performance of your CPU.
