I want to play Minecraft with my friend. He on the PS4, me on the laptop. Which version (Microsoft Store) of Minecraft do I have to buy for it? Is the so-called Starter Collection sufficient, or do I need the Master Collection?

The CrossPlay (ie overarching games) between PC and PS4 is NOT possible, that is, there's no version that answers your question.
In the case of Xbox One and PC, it would be the Windows 10 edition.
However, I can recommend the "Simple" Minecraft for PC (Java Edition), which is not cross-console. But you have the largest Minecraft Community there.

Collection sounds like an offer from Windows.
Go to minecraft.net and buy it there.
In the Windows Store, you only get a "kind of" Minecraft, even if you make a lot of different offers.
So the recommended version of me (Java Edition), you can easily buy on minecraft.net. There you have a huge community with many servers (whose addresses you have to google first) just enter Google "Minecraft server list" and on the website you can choose beautiful servers.
