And the generation before that for 100 … 300 euro. A former Pro graphics card (e.g. Nvidia quadro 4000), 12 or 16 GB of RAM is often included. Make sure that there's an SSD and an HDD in it.
Then add a nice display, Davinci Resolve on it, and you have a rock solid job for very little money.

At ebay.de there are also many used from dealers (refurbished) in shipping. And also a few used ones.
For a z400 with Nehalem or Westmere (e.g. X5640, l5640, …) do not spend more than 150, - €. The new z420 with Sandy Bridge (E5-1660, E5-2680, …) are then at 300 upwards - nicer in itself, but too expensive if you still need a keyboard, display, etc.

Windows 10 doesn't matter. Sometimes it comes along, sometimes it doesn't. If not, Win10Pro is available for 15… 20 euro. It's an accessory like a simple mouse.
Ok, i'm looking. The problem is that there's no graphics card in the price range that you absolutely need to record and stream!

So I want to stream minecraft and lots of small things from Obs, even if they don't record such big data as fornite or something but yeah
An igpu should be enough for minecraft, but I don't know what it looks like when it is recorded… If that looks like that, I think I can safely use an igpu from a ryzen cpu. I'll have a look
