Minecraft Blood Magic?

Hi, I have just built a tier three altar and now want to craft my tier three orb, but it looks like I need more capacity to be able to store more blood, but to be able to do that I only need a certain rune which I in turn only need can create three orbs with one tier. I don't understand somehow can someone explain this to me?

To make a Rune of Capacity you don't need a Tier III Orb, just an imbued slate, 3 buckets, 4 stone and a blank rune
