No, the other way around. First of all, it's not the www but the internet. The www is just a tiny part of the internet. And secondly, the server does not have to come into the Internet, but the opposite direction is your problem.
You can rent a server from a hoster, set up a VPN server there and connect the computer on which the Minecraft server is running to your VPN server via a VPN client. If you do this correctly, others can then access your Minecraft server through the VPN.
