Create soundpack: mp3 to ogg?

Hi. I plan to create my own soundpack (in Minecraft).

I've already downloaded a template (with all the names that have the given sounds, which I then replace with mine). For example, Plays the sound "bow.ogg" (given) when shooting with the ground. For example, I would like to insert my own desired sound and must correctly name a sound file in the ogg Vormat (so that the game knows when it should play something) and insert.
