Is it possible that PS4 and Xbox can play Minecraft together?
No, it is not possible. The only game that works so well is Fortnite. Besides, Minecraft on console anyway is not so bliss.

Eben, only locally. Not crossplay.
Currently not yet, but it is only a matter of time until this is possible. Sony had until a few days ago a beta crossplay phase for the games Fortnite and Rocket League. This has now been discontinued and since then it is allowed for all publishers to allow crossplay on their PS4 games.
