The Windows firewall is probably blocking outgoing connections. Deactivate the Windows firewall as a test and then try again

My guess is that something is blocking traffic that doesn't go through the browser. Say port 80 + 443 are allowed but port 22 for SSH is not.
This can of course also be blocked by the router or a hardware firewall.
If you can ping the device, that is the most likely cause of the error. If you can't ping it, then you are obviously having problems reaching certain parts of the Internet (possibly an incorrect IP configuration).
So please check whether you can ping the corresponding devices from your problem PC.

Can the IP configuration be wrong? E.g. You have a static IP address but it is already taken. I would switch to DHCP if that has not already happened.
