I have the GPU RTX 2060 Super but when I play Minecraft the debug screen (F3) shows Galium 0.4 on llvmpipe and I only have around 7-9 FPS.

What do you mean by "you've replaced your OpenGl.dll"? Where did you exchange them? And what did you replace it with?
If I'm not mistaken, then the library is provided by the system and should not be replaced, in the worst case scenario you can catch malware with it. As such, the file should automatically update itself either through Windows updates or through an update of the graphics driver.
I exchanged the OpenGL.dll here "C: \ Program Files (x86) \ Minecraft Launcher \ runtime \ jre-x64 \ bin". And that's because the file somehow disappeared and I couldn't play Minecraft at all. More important is where you got the file from.
You should also reinstall the Mincraft Launcher. If the operating system library is not used, it should be installed during installation.

My internet research showed that old Graftík cards at Mincraft have such problems.

1.) Update graphics driver
