Not enough FPS in Minecraft despite a good PC?

I only get 20-40fps in Minecraft with shaders (lowest settings). Without shaders then again 100-200 + … Even with shaders I have no load on the GPU or CPU. Always just under 20%, rather even less. I have 32GB Ram and set the Minecraft 16GB may use. So that's not the point.

Specs:

AMD Ryzen 7 2700X

AMD RX 5700 XT

32GB 3200mhz Ram

… Minecraft is on an SSD

So extreme shaders force even ne 3080 to the knee.

Otherwise just chunks down.
