I have an i5 96000K running at 3.7 GHz and an Rx 5700 xt, both very good, in the price-performance segment specs, but I often only have 30-50fps in Minecraft, even though I have an average of 150 in Battlefield 5. Only between 5-10% of the graphics card or CPU are used - how can this be changed?
Find out for your Minecraft version "Optifine". This significantly improves performance.
Try switching off the V Sync option and turning up the FPS limit if you haven't done this, so I came to 70fps with a PC from 2008

I can't imagine that if you set the frame rate to unlimited, you will still have so little fps. I get 100 to 200 fps with my Ryzen 2200G and ner rx 580 without shaders

How is the CPU utilization?
CPU 20-50% and GPU 0-10%, looks like Bottleneck, but in the other games they were always harmonious…
