My Minecraft is not running smoothly at all.
Quite jerky too
Version: LabyMod 1.8.9 / Optifine
(Does not matter in all versions whether Optifine or Vanilla)

Graphics card: RTX 2080 SUPER
CPU: i9 9900KF
RAM: 32GB 3600MHZ
Drivers are all up to date
Have already tried to uninstall MC or delete the MC folder.
Unfortunately not a success.
Do you play on a server, why? Because of the ping.

Often this is because you have not allocated enough RAM to Minecraft and it is jerky because of this. How to change this is explained here:
Delete optifine because it may be that you have accidentally changed the Minecraft version so that this optifine mod does not work for you anymore and it is simply memory consumption, delete it once and download the new version

Your question did not reveal where you are playing, so some answers refer to the local server / single player. Only here you can allocate more RAM to Minecraft and possibly succeed, keep in mind that your PC also needs RAM, so never completely allocate the existing RAM to a server. For Minecraft 2-4 GB locally are sufficient. If it jerks anyway, you have a bad internet connection or problems with plugins.
It is different on external servers. Here you have no influence whatsoever and have to accept the stuttering or look for another server. The ping is just the connection time between your PC and the server and has nothing to do with any jerking. If this happens on external servers, then the server has a problem, either too little RAM, too many plugins, too many players or poorly configured.
Choose what suits you.

Try Java 8 instead of the one that came with it.
And start Minecraft with the output protocol, there's sometimes something worth knowing.
Try without Optifine if it is better then.
