Shelf life bug in minecraft?

I have a minecraft problem. If I put durability 3 on a pickaxe and thus reduce it in game mode 0, the durability always goes down by one. So the durability brings nothing. How can you fix it? Thank you

Test it for a while, it is always a coincidence whether durability is lost
