Rtx 2080 TI and extremely little FPS?

I had a PC with the following components for 2 years: Asus ROG STRIX 1080 and an i7 7700K. I'm now taking the following games as an example because so far they are the only ones I've tested. I had rainbow six wins with my old system around 300 FPS at maximum setting and 1080p, with Minecraft it was 500 to 600 FPS. Now I have an RTX 2080 TI and an i9 9900K and have just 200 FPS in rainbow when it comes up and not even 100 FPS in Minecraft. I'm desperate and don't know what else to try. For the last 3 days I have tried everything I could find on the internet and nothing worked. in the test there's still something in the Ram that I have already fixed and is fine again but that had nothing to do with my problem.

I would be happy if someone would help me otherwise the 3000 euro were otherwise.

Things on the PC are blatant and usually have HIGH end performance. I think you only have to change one thing in-game and then the FPS just pour out. For me it was the same with R6 and MC then I changed one thing for both and from 0 to 100 I got the full FPS. I think it's because of the in-game settings.

Have a very good mainboard MSI MPG Z390 GAMING PRO CARBON so I would be very surprised

That MUST be due to the in-game settings. Otherwise something is wrong in the PC.

As written above the benchmark test has very good results but when gaming, the graphics card utilization is 100% and the cpu at 80 to 90 and that with R6s that shouldn't be

Did you overclock the processor? Have you set enough tension?

Check if raytraycing is active or not.

Deactivating some hyperthreading is useful for some games.

Which power supply unit did you use?

Do you have sufficient cooling and enough case fans?

Are all drivers up to date?

Processor is not overclocked and there's nothing else to change 2. I don't know where I can set it 3. Corsair 1000 watt power supply CPU is cooled with a corsair h100i cooling and otherwise 3 more case fans are installed. But it's not hot, I checked everything and all drivers are up to date

You can switch raytraycing on and off in the game's graphics settings.

You can disable hyperthreading in the BIOS.

You can also switch off individual cores in the BIOS or in the control panel (just don't know where)
