I use RTX less maybe than fun in minecraft Windows 10 Edition.

Well, buying used hardware is much less risky than some other used items… Because hardware has a very, very long life expectancy, unless you overclock it to death or otherwise badly treat it.

A RTX 2060 super (8GB) would be stronger. The RTX functions are only relatively limited here anyway, but the computing power is higher.

And if you want to use an AMD graphics card, an RX 5700 (8GB) would be a very suitable graphics card and the RX 5700xt (8GB) the upper limit, I would say.

Both AMD Grakas are well above your budget, but that would be a really sensible investment.
But an R7-3700x (8/16) would be better suited for smooth streaming of games. The "2/2" to 8G basic cores make a big difference. And here the RX 5700xt, (8GB), or a more expensive RTX 3070 (8GB) would be very suitable.
But with slightly lower resolution and graphics settings, the R5-3600x (6/12) should also be usable here.
I've read that several times. I have no practical experience with it. My own (current) hardware is too weak for that. It would also be absolutely not "my thing" anyway.
Your main problem will be getting one of the Grakas mentioned.
Even with these "older" models there are now certain delivery bottlenecks, which has pushed prices up "a little".
E.g. The GTX 1660 super (6GB) was roughly 5-7 months ago only at 210-260 euro. Now it's roughly 300-360 euro (sometimes even more…).
So this is not an ideal time to buy a graphics card.
However, this should (hopefully) have normalized somewhat by mid-2021.
If I put together or buy a new system, I would then temporarily continue to use my current GTX 1050ti (4GB).
In my "current" C2Q (4x3GHz) this is a very good "line-up", even if a GTX 750ti (2GB) would also work quite well. (This would then be built back into the C2Q…)

Consumer operation = rather not so 24/7.
So what. So if you assume intensive use yourself, a GPU will last at least a decade according to the assumption… But it doesn't matter, used is of course always associated with a certain risk.
