I'm currently dealing with Blender a lot, but I'm also a big Minecraft fan, at least I looked at this animation:
at 18:32 you can see a portal (you can see it there best). In any case, I try to create a similar portal, but it failed several times. Could someone give me an idea of how the material is built or how I have to start to build it up.

Very difficult question and definitely more for node experts.
I would try it with a ring, torus or something like that, then Noise Textures whose distortion input you feed with other animated noise textures, so that you have no hard edges, mix everything with a gradient as a factor for a mix shader with emission and Take transparent shaders and then tweak a lot and so on.
Sorry i think that was very difficult without much knowledge with the shader editor
Have you tried Mantaflow yet?
My approach would be the same as ColiNoob's, but you could also play a bit with displacement, viewed from shading. You could also use a mouse texture. But you could also use a wave modifier. That would be the simple, but perhaps not so good-looking variant.
