I plan to buy a PC and have now found one with an Intel i9-10900 and an Rtx 3060, how many fps would I normally achieve in Minecraft and how many with Minecraft ray tracing or with shaders? How many fps in multiplayer?
"Multiplayer" is relative. It all depends on the circumstances. For the rest there are also videos on YouTube.
First of all, the CPU is way too exaggerated for Minecraft and you would certainly get Full HD over 300 FPs and with RayTracing over 60 that is not possible with Java

Depends on the shaders. The shaders that I have seen so far do not use hardware-accelerated ray tracing.
In the official Minecraft RTX, this would easily get over 60 FPS.

You only have correct ray tracing (with the newer AMD and Nvidia cards) in the Bedrock version and only on some maps.
An i9 is unnecessary, Minecraft only uses 4 cores anyway.
Better to use an i5-11600k or Ryzen 5 5600X, which is sufficient for all normal games.
How many FPS you get in multiplayer depends on the situation. For example, I can manage at least 144fps on UHD and at least 240fps on FHD with my PC (RX6700XT). It will probably look similar for you too, depending on the server.

I have an I7 9700f and in Minecraft all 8 cores are loaded (with shader)
, so with me only 4 cores are used, have 6 cores.
Often, however, there's also a low load on the other cores.
I have around 600 fps without shaders, around 70 with shaders and then all of them are used
