I was able to play Minecraft smoothly on my computer for years, continuously at least 100FPS, but suddenly the frame rate fluctuates between 45 and 70. What could be the reason? I've already reinstalled Minecraft, but that didn't work. My computer can easily handle other, much more powerful games.

Do you play with ray tracing?
Nope, it would be clear that things would go bad then.
I only installed Optifine, chunks are set to 16, V-sync is switched off and play with the default resource pack

No, don't use a shader. Actually always games in 1.8.9 or a modpack in 1.7.10, at some point it just started to jerk in both versions
Do you have the shadow play function running in the background? On my new 300E GPU it ate up 20-30% performance.

Take a look in the task manager, is any application that is not Minecraft eating a lot of GPU performance? This is often the rightmost display on the first window that pops up with "Ctrl + Alt + Del" → Task Manager
I checked, there's nothing. My graphics card is at 10% utilization while Minecraft is open. For some reason my whole computer jerked while MC is open, although nothing is particularly busy
What about the temperatures? Can the fan be set to a higher level?
Why should I set the fan higher? The temperatures have nothing to do with the performance.
But the temps are quite low, everything in the green area.
If a unit gets too hot, it is automatically downclocked so as not to overheat
