I have a problem. I want to play Minecraft with mods but the problem is that I only have 30-35 fps or sometimes even less even though I gave 8-9 GB RAM (I have 16 GB RAM). I deactivated VSync and deactivated FPS Limiter but it didn't work because the fps always stayed the same (regardless of whether everything was turned up or a lot minimized). I don't know what to do and therefore need help with what I should do.
I have a gaming laptop (no PC fits in my room):
i7-9750H processor
16GB RAM
GTX 1650 graphics card
Install Optifine again. That gives better and better FPS values.

Allocate a little less RAM to Minecraft, unless you are playing on 64GB chunks or a large modpack.
Minecraft already installed? Time to move the .minecraft (! DO NOT DELETE!) Folder out of roaming or make a backup and let the launcher regenerate it.
Where exactly is minecraft running? On HDD (I doubt it…) or SSD?
On the HDD because I don't have much space on my SSD (only 45 GB or so because it's a small SSD and I have Windows on it).
Have you ever seen the load when playing in Task Manager? I'm a little surprised that your laptop doesn't have an SSD…
But I only have an SSD that has only 128GB and actually use it mostly for Windows in general
I see. So minecraft on the HDD and system on the SSD? If it really is, move / install Minecraft test on the SSD.
