FPS Limiter plugin for Minecraft?

I rented a Minecraft server with a few friends and wanted to make a little joke, namely that you only have a maximum of 15 FPS or something. Is there any plug-in with which you can limit the frames? Best for bukkit or spigot.

The fps are client sided, which means you can't change that, you could possibly break your server somehow, but I don't know anything else
