I have little FPS in Minecraft, with or without mods / shaders / resource packs, and that in every version.
I have a maximum of 65FPS without any change, but only when I look at the sky. With normal play I have maybe 40. Why is that? Until a few weeks ago I had significantly more FPS, I haven't changed anything.
Render distance is 16, FPS limiter is off.
Other, much more demanding games run great!
My hardware:
-I7 6700
-GTX 1070
-16GB Ram (8GB allocated to Minecraft)

Have a look in the task manager which components are busy and have you installed Optifine?
I've tried everything possible, with Optifine, without, different versions, etc.
Minecraft utilization levels out at around 25% for the CPU and GPU.
What I also find very strange, my whole computer jerks while MC is running, although my CPU is only half loaded.
Have you allocated enough RAM to Minecraft?
Minecraft primarily needs single core performance, but in 1.8.x Minecraft should already manage 300 FPS.
Jo, assigned 8gb. Up until a few weeks ago, my computer cracked the 300fps mark without any problems, then suddenly it started to stutter. I already checked all drivers, they are all up to date.
Hmm Minecraft is just ram-heavy, you have to see if what is on the ram that I don't actually think. Perhaps, as an emergency solution, save the worlds and reinstall MC
