Hi, I've got a RX 580 8gb for 2 weeks I had 100fps in Minecraft with a GTX1050ti 4gb with the new only 14-55 thing going on
The question you have already 2 times… What do you expect from a Core I7 970 that is an 8 years old CPU

A Radeon with its sometimes weird driver in conjunction with a relatively lame CPU, if you really have nen i7-970 leads in some games to quite low FPS.
The remedy is partly OC, you should aim for 4.5 GHz. But completely you will not get rid of the problem and since you have the card already two weeks, is probably nothing more to return with. So you'll probably have to put up with it.
Install the latest graphics drivers, make device manager.
are you guys dumb? Yeah an i7 970 isn't amazing these days but he clearly said that he was getting 100 fps+ with a 1050ti, but much less with the 580. This isnt a cpu problem unlike what you guys are saying
