Forge installer does not open?

I installed the file from Minecraft Forge (original homepage) when I try to open the file I keep saving file, saving file and so on.

Can someone help me?

Try not to open the file in the browser but in the download folder

vlt you also have to install java so that the files are recognized correctly

What do I have to do after installing Java so how do I open it with it?
