I have a slight background noise when I join a Minecraft server. How can I fix this?

I recently bought a new PC and since then, whenever I go to a Minecraft server, there's a slight background noise, which sounds like tinnitus in the ear, but only much quieter.

If I open the chat, if I go to the menu, it's gone.

How can I fix this?

Maybe it's the server or your driver / speaker or Minecraft is broken
