Yes. Of course, it also depends heavily on how much is happening on your server.
More than 2 cores do not help you. For Minecraft you need good single core performance. And that's usually not the case with vServers.
You probably will not buy the VServer, you share server hardware with other users and pay a small rent for it. So the performance can fluctuate again and again, but it should be enough for 2-3 people.
But if you want to make a clever public server, then you need a dedicated server.

As I said you can be lucky or you have enormous laggs at certain times. You never know which customers also use this vserver.
