Router port 25565 is displayed but is it still closed with port scanner?

Have created a minecraft server everything can also join via the domain of no-ip but no one from outside because my port is shown as open but with port scanners as closed. I have public ipv4 address from router connected to no-ip. Made port release in Panda antivirus and Windows Firewall Defender.

No-IP is only DynDNS, isn't it? You also have to forward / release the port in the router.
