Low FPS in Minecraft despite a good PC?

I recently played Minecraft again and saw that I only have an average of 30 FPS. Where does it come from? I have a PC that is absolutely sufficient (Ryzen 5 3600, RX 590). The Task Manager is not fully utilized, not even close. I then tried again to start using Badlion and Optifine, and I have the same problem. I allocated enough RAM to Minecraft and that doesn't happen with other games.
