I built a 3060ti in my pc for christmas to upgrade it, but now I notice that I can only manage 60 fps. I have max fps on unlimited and my cpu is an AMD 7 2700x

Turn off Vsync.
Issue Vsync in Minecraft and in the Nvidia Control Panel. Simply right-click on the desktop then on Nvidea Sys Control.

Yes should be correct what do you have for a Modpack 64 by 64? And how much FPS do you have without a texture pack? You can still download Optifine that boosts again.
I play with valhelsia 3 and the serious shader or texturepack. Then I get 50/60 fps
