I bought a PC from Dubaro with the following configurations and still I hardly reach 60 fps with games like minecraft. Why is that?

If you e.g. Minecraft do not want to play with a combination of complex shader + mod + texture, then sometimes powerful graphics cards do not clock properly from the 2D mode to the 3D clock rates.
(Unfortunately) the web is full of such problems for this game in the most varied of system configurations. AMD + AMD tend to be affected more often than Intel + Nvidia.
