Despite Rx 5700 XT in CsGo only 80 fps?

I have just installed my old RX 5700XT on my brother. Now he wanted to gamble and doesn't even reach 90 FPS in CsGo.

Pc:

RYZEN 5 2600x, Rx 5700xt, 650 watt power supply, 3000Mhz RAM in XMP profile.

Have just tried minecraft, result exactly the same 60-90 FPS!

144hz monitor 1080p

What can be the reason?

Everything is definitely set to Ultra and various other graphic effects. Then you just have to switch some things to high.
