For the games you have listed you don't need a fat graphics card by far. It's no secret that they don't run well on maximum settings - they don't grab a card, that's simply because of the games.
Otherwise - set everything to low, then the frames go up. Much more important is that the games run stable and the frames are stable.
No, it doesn't have to be. Depends on the server and the world already created. The Java version in particular has a very poor performance. Optifine should help.
