Windows 10 programs can only run as an administrator?

For some weeks, programs such as Steam, Discord or even Minecraft can only start as an administrator or do not start at all. When I click on the programs normally, nothing just happens in Task Manager. But if I run these programs as an administrator, start them. But since a couple days Discord, Steam, Minecraft, etc. Can't be done anymore.

Can it be that I have a virus or that my Windows is broken?

I have reviewed my PC several times via Avast and Malwarebytes. Should I dare a reinstallation?

I would do a WIndwos reset. However, I also have a system image of Windows with steam, discord, audacity, HItfilm… [] on my external hard drive, which I simply plug in and then restore. I can only recommend.
